Greece takes measures to stop speculators as debt crisis escalates.

The troubled country triggered a sell-off in global markets after its debt was yesterday slashed to junk status, making it harder to pay down its deficit and raise money to fund its budget.
Concerns that the situation could have repercussions across Europe were heightened by a cut in the credit rating of Portuguese government debt.
Vince Cable, the Liberal Democrat Treasury spokesman, warned that unprecedented levels of Government borrowing meant that Britain itself had become exposed.
"The Greek position is much more serious but is a salutary warning that unless the next government gets seriously to grips with the deficit problems, as we're determined to do, we could have a serious problem," Mr Cable told Reuters Insider television.
"It's worth reflecting that Greece and Britain have one thing in common: they have one-party governments that haven't carried the public with them, and that's one danger that I think we need to be mindful of going into this election."
This morning, the Greek regulator banned speculators from shorting the Athens market – trying to make money from betting shares will fall further – after widespread selling which saw London's FTSE 100 tumble 2.6pc, Germany's DAX 2.7pc, and France's CAC 3.7pc.
This spread to New York where the Dow Jones dropped 1.9pc before moving to Asia, where Japan's Nikei index and Hong Kong's Hang Seng fell 2.5pc and 1.2pc respectively.
The sell-off continued in Europe in early trading after an uneasy halt as investor took stock as markets opened. Major markets in London, German and France were down around 1pc.
Southern European markets were hard hit, with Portugal tumbling 6pc and Spain 3pc.
Lorraine Tan, director of equities research at Standard & Poor's in Singapore, said "The fear is that Greece and Portugal are just the appetisers.
"The concern is it is going to spread and have an impact on the financial system and ultimately on the economy."
As a further indication of investor jitters, the premium being demanded to hold Greek government bonds jumped to its highest since late 1996.

South Korea's Kospi index fell 1.2pc to 1,728.25 while the losses were more restrained in Shanghai, which dipped 2.32 points to 2906.
Concerns about Europe, which remains the largest market for Asian exports, increased after Standard & Poor's, the rating agency, downgraded Greece's debt to junk status and hit Portugal's rating with a two-notch cut.
The concerns about Europe overshadowed a strong set of earnings from Japanese companies, showing a fragile recovering is under way in Tokyo.

Meanwhile, US crude oil for June delivery fell 27 cents to USD82.17 a barrel, touching a $2 drop over its last two trading sessions.
Analysts said oil traders were taking note of a possible economic crisis in Europe and that the market had reacted to new inventory figures from the US, which showed that stockpiles were up 5.3m barrels in the week ending April 23.
"Market sentiment remains fragile and there is a possibility that if we have more adverse economic news we could see prices decline further," said David Moore, an analyst at the Commonwealth Bank of Australia, adding that US demand for oil was weak.

China has revoked a ban on people with HIV/Aids entering the country, softening a decades-old policy that drew sharp criticism this year when an Australian writer was blocked after declaring himself HIV-positive.
Until now, China’s regulations formally banned foreigners entering the country with “psychiatric illness, leprosy, Aids, sexually-transmitted diseases, active pulmonary tuberculosis or other infectious diseases”.
The State Council, China’s cabinet, issued amended rules late on Tuesday removing the explicit ban on people who have developed Aids or are infected with the HIV retrovirus, as well as anyone with leprosy, while leaving authorities leeway to decide which diseases could trigger an entry ban.
The United Nations welcomed the decision as an important step towards ending discrimination against people living with HIV.
“I commend President Hu Jintao for China’s decision to remove travel restrictions based on HIV status,” U.N. Secretary-General Ban Ki-moon said.
Punitive
“Punitive policies and practices only hamper the global Aids response. I urge all other countries with such restrictions to remove them as a matter of priority and urgency.”
Travel restrictions, which are imposed in some form by dozens of countries worldwide, do not prevent transmission of the disease or protect public health, the statement added.
China’s new rules, posted on the central government website (www.gov.cn), still block foreigners “with serious psychiatric illness, infectious pulmonary tuberculosis or other infectious diseases that may constitute a major threat to public health”.
The amended regulations did not say whether Aids/HIV would be among the infectious diseases that people seeking Chinese visas must declare when applying, possibly leaving officials some leeway on how to apply the rule.
But an unnamed legal affairs official for the State Council indicated that Aids/HIV would not be a bar to entry.
“Restricting foreigners with these diseases from entering the country has played an extremely limited role in our country’s disease prevention and control work, and instead has repeatedly become an impediment to our hosting a variety of international events,” the official told the Legal Daily.

In March, more than 90 Australian authors signed a letter decrying China’s refusal to grant a visa to one of the country’s most celebrated writers, Robert Dessaix, who is HIV-positive.
On Friday, Shanghai opens its World Expo, a multi-billion dollar exhibition that is China’s latest effort to promote an image as a forward-looking and open country.
The HIV virus can be spread through unprotected sex, sharing of infected needles and blood, and — without preventive drugs — to children in the womb of infected mothers or who take milk from an infected woman.
If untreated, the virus attacks the immune system, leading to full-blown Aids, a deadly condition.
China has 560 000 to 920 000 people infected with the HIV virus and 97 000 to 112 000 Aids patients, according to 2009 Ministry of Health and United Nations estimates.

Gangland widow Judy Moran has been refused bail after a magistrate found she had not met "exceptional circumstances".
Deputy chief magistrate, Jelena Popovic told Moran that her bail application "had not gone well", and that while she maintained concerns about her health and transport issues, there was not enough evidence to qualify her for exceptional ciurcumstances, and therefoe would not be released on bail.
The court heard earlier today that Moran told a friend that a witness in her murder committal hearing would “have the best rude awakening coming to her” if she was bailed.
Moran, 65, had resumed her bail application at the Melbourne Magistrates Court after being charged with the murder of her former brother-in-law, Des "Tuppence" Moran.
Mr Moran was shot dead in Ascot Vale last June. Judy Moran, 65, Suzanne Kane, 45, her de facto husband, Geoffrey "Nuts" Armour, 44, and Michael Farrugia, 45, are charged with Mr Moran's murder and have been committed to stand trial.
Detective Senior Constable Stephen Reidy, in opposing bail, told the court that Judy Moran had been heard on prison telephones telling friend Judy Fyfe that case witness and Des Moran's friend Sandra Cummins was “going to have the best rude awakening coming to her when I get bail you've ever seen”.
"I will fix her up (in) two shakes of a lamb's tail," Moran said.
Detective Senior Constable Reidy said Moran had shown a propensity to destroy evidence and may interefere with witnesses if released.
Earlier her lawyer, Jim Stavris, said Moran had shown exceptional circumstances because of “sensationalised media reporting” around her charge and committal.
He said this included a report that she had had a prison fight with Tania Herman, who was jailed after pleading guilty to the attempted murder of Maria Korp, in an attempt to become the top dog at Dame Phyllis Frost Prison.
Mr Stavris tended an affidavit from Herman in which she said she had never met Moran before the article was published in the Herald Sun newspaper.
"We have both been deeply hurt by the allegations in the Herald Sun," Herman wrote.
"This allegation has defamed our solid and good reputations."
But prosecutor Claire Quinn said Moran had facilitated much of the media attention focused on her.
"Her profile had been deliberately raised by herself," Ms Quinn said. "A lot of media attention is as a result of her own actions.

New footage released appears to show the man charged with trying to blow up a plane on Christmas Day training with al Qaeda in Yemen.
The video seems to show Umar Farouk Abdulmutallab and other men firing weapons at targets, including the Union Flag and the UN flag.
According to ABC News, which obtained and broadcast the tape, the video was produced by al Qaeda in the Arabian Peninsula (Aqap) - a group formed in January 2009.
It was not clear where and when the video was made or whether it was genuine.
Abdulmutallab is charged with attempting to bring down a Detroit-bound jet by detonating explosives hidden in his underwear.
He has pleaded not guilty to the charges, but is said to be co-operating with US intelligence agencies interviewing him.
The 23-year-old has allegedly told investigators that Aqap fighters trained him in Yemen, equipped him with a powerful explosive device and told him what to do.
He also warned there were others like him ready to strike, according to US officials.
He is shown on the tape making an apparent martyrdom statement in Arabic.
"The enemy is in your lands with their armies, the Jews and the Christians and their agents," he says.
He also reads several passages from the Koran, adding: "God said if you do not fight back, He will punish you and replace you."
On Monday, the British Ambassador to Yemen escaped a suspected al Qaeda bomb attack on the convoy taking him to work.
Tim Torlot had been on his way to the embassy in the Yemeni capital Sana'a when a suicide bomber wearing an explosive belt threw himself at the vehicles.
Three passers-by were injured and the attacker was killed.
Manuel Noriega, Panama's ex-dictator, jailed in France

A French judge ordered former Panamanian dictator Manuel Noriega jailed Tuesday pending a trial for money laundering, a decision made only hours after Noriega was extradited from the United States following two decades in a Miami prison.
His arrival in France opens up a whole new legal battle for the strongman, who was deposed after a 1989 U.S. invasion and went on to spend 20 years in prison for drug trafficking.
After finishing his U.S. sentence, Noriega was extradited from Miami and arrived Tuesday in Paris, where he was immediately served with an arrest warrant.
Hours later, he went before a French judge and pleaded to be sent home to Panama, citing his prisoner of war status. Noriega spoke little during the hearing and appeared tired. Wearing a white button-up shirt and black jacket, his black hair thinning, he periodically rested his head in one hand during the proceedings.
The judge denied Noriega's request, saying he posed a flight risk if released. The judge ordered Noriega jailed in Paris' La Sante prison pending further judicial action. Noriega was escorted out a side door of the court by armed guards.
His lawyers said they would appeal the decision.
Noriega could face another 10 years in prison in France if convicted on charges that he laundered $7 million in drug profits through French banks and purchasing luxury apartments with his wife in Paris.
Noriega has already been convicted in France on the charges, but in absentia. France has agreed to give him a new trial if he was extradited.
French Justice Ministry spokesman Guillaume Didier said Noriega could face a new trial within two months.
Noriega's French lawyers say his detention and transfer are unlawful.
Panama also has an outstanding request for the former dictator's extradition. He was convicted in Panama in absentia and sentenced to 60 years in prison on charges of embezzlement, corruption and murdering opponents.
Noriega was Panama's longtime intelligence chief before he took power in 1982. He had been considered a valued CIA asset for years, but as a ruler he joined forces with drug traffickers and was implicated in the death of a political opponent.
Noriega was ousted as Panama's leader and put on trial following a U.S. military invasion ordered by President George H.W. Bush. Noriega was brought to Miami and was convicted of drug racketeering and related charges in 1992.

Polish opposition party leader Jaroslaw Kaczynski said Monday he will run in summer elections to replace his twin brother, the incumbent president who was killed in a plane crash.
Jaroslaw Kaczynski said he will run to continue the mission of his brother and others killed in the crash.
“The good of Poland is a common duty that requires an ability to overcome personal suffering, to undertake the task despite a personal tragedy,” Kaczynski said.
“This is why I have taken the decision to run for the president of Poland. I have the family’s support in this decision.”
The elections were moved up to June 20 after President Lech Kaczynski, his wife Maria and 94 others — including top civilian and military leaders — were killed April 10 in Smolensk, Russia, en route to World War II observances. The president’s term was to expire in December and elections had been planned for the fall.
The incumbent had been expected to seek a second five-year term.

He was born in Barnstead, N.H and “shows no signs of dwarfism.”
Dr. Rachel Wagner explains that to date the smallest newborn horse weighed 9 pounds, named Thumbalina. So Einstein is set to break the world record in the Guiness Books of Records.

Thailand's ailing king spoke Monday for the first time since his country descended into political chaos, but the man seen by many as the best hope for securing a peaceful resolution failed to address the deadly crisis that has shut down parts of Bangkok.
Speaking from the hospital, where he has been for more than seven months, King Bhumibol Adulyadej told newly appointed judges that they should faithfully carry out their duties and help keep the country stable.
"In the country, there might be people who neglect their duties, but you can set an example that there are those who perform their duties strictly and honestly," the 82-year-old king said.
His vague comments could be seen as a possible reference to accusations that the government has failed to keep order when faced with the militant protesters who have taken over part of central Bangkok.
The king's lack of clear statement, however, signaled he was not prepared to take an active role in resolving the crisis, as he did in 1973 when he stopped bloodshed during a student uprising and again in 1992 during antimilitary street protests.
The U.S.-born Bhumibol, the world's longest reigning monarch, has been hospitalized since Sept. 19, when he was admitted with fatigue and loss of appetite. The palace has said he is recovering from a lung inflammation, but not explained why he has been hospitalized for so long.
At least 26 people have been killed and nearly 1,000 wounded since protesters called Red Shirts began occupying parts of the capital, closing down five-star hotels and shopping malls and devastating the country's vital tourism industry.
The government said it hoped to resolve the problem peacefully, despite a breakdown in negotiations, but added it could not allow the protests to go on indefinitely.
"We're required to keep peace and return the area to normalcy," government spokesman Panitan Wattanayagorn said.
The Red Shirts consist mainly of poor, rural supporters of former Prime Minister Thaksin Shinawatra and pro-democracy activists who opposed the military coup that ousted him in 2006. They believe that Prime Minister Abhisit Vejjajiva's government _ backed by the urban elite _ is illegitimate.
The conflict has been characterized by some as class warfare, and a pro-establishment group known as the Yellow Shirts have demanded that authorities crack down on the demonstrators _ even implying they might take matters into their own hands.
"The government has the responsibility to protect the people, but instead shows its weakness and inability to enforce the law," said Suriyasai Katasila, a leader of the Yellow Shirts.
Thousands of"Red Shirt" protesters have shed their signature crimson attire as their leaders warned they should be prepared to blend in if the government cracks down on their enclave. Many Red Shirt supporters outside the capital have tried to prevent police reinforcements from moving into Bangkok.
In at least six places around the country, Red Shirt supporters scattered nails along roads, set up checkpoints and searched vans and buses for police officers headed to the capital.
Some police heading to Bangkok were forced to return to their bases, while police in the central province of Phitsanulok, impatient after a 5-hour standoff with the Red Shirts, broke through a cordon of protesters who hurled rocks and wooden sticks at them, Thai media reported.
While there was no violence in the central Bangkok shopping area where protesters remained camped for a 24th day, an explosion injured eight people late Sunday near the home of former Prime Minister Banharn Silapa-archa, who is allied with the ruling coalition.
Thaksin, who fled Thailand ahead of a conviction on corruption charges, said Monday that he is in contact with the protesters and he defended their cause.
"We just fight for democracy. Let them fight for democracy and justice," he said in Montenegro, one of a handful of countries that have offered him a passport. Others, such as Germany and Britain, have barred him.
Meanwhile, the government appeared to have left itself few immediate ways out of the crisis.
Panitan, the government spokesman, said the government could not tolerate the protesters' camping out in the city anymore, but appeared to rule out sending in security forces anytime soon because that would likely lead to violence.
He also said political negotiations to resolve the crisis peacefully would remain on hold until the government had arrested Red Shirt leaders accused of inciting violence. Warrants have been issued for two dozen leaders.
Over the weekend, Abhisit rejected a compromise offer by the Red Shirts, dashing hopes for a peaceful end to the standoff.
"There will be no negotiations until shadowy elements are contained," he said.

He Pingping was on born on July 13, 1988 in Ulanqab, Inner Mongolia, China. He died on March 13, 2010 at the age of 21 years. He Pingping, the world's shortest man, has died at the age of 21, AFP reports. Pingping was 2 feet, 5 inches tall. His death was announced by the a spokesman for the Guinness World records.

The supermodel, who was reportedly given a large, uncut diamond by former African despot Charles Taylor, lashed out at a cameraman when her interviewer began a line of questioning regarding the gift.
Campbell, who initially told the reporter, "I didn't receive a diamond and I'm not going to speak about that," became enraged when she was further questioned on the subject. She proceeded to get out of her chair and exit the interview, knocking the camera out of a producer's hand on her way.
Campbell, who allegedly has crucial information linking the former Liberian president to war crimes committed in Sierra Leone, has refused interview requests from the UN's Special Court regarding the matter.
The supermodel's short fuse has landed her in hot water in the past. Both a former assistant and housekeeper alleged that Campbell physically attacked them, and she was involved in a 2008 scuffle with police at London's Heathrow Airport.

South Africa's outspoken ANC Youth League leader Julius Malema will not be disciplined by the party despite defying President Jacob Zuma's warning to stop inflammatory comments, a youth league source said on Tuesday.
Malema was criticised by Zuma earlier this month over his support for Zimbabwean President Robert Mugabe's ZANU-PF and his controversial land reform policies, under which white-owned farms have been given to black Zimbabweans.
Zuma also rebuked Malema for continuing to sing apartheid era songs that racially polarised South Africans, and for embarrassing the ruling party by throwing a foreign journalist out of a news conference.
But during a five-hour meeting of the top six officials of the African National Congress including Zuma on Monday, to discuss how to deal with Malema, the Youth League requested its leader should not be singled out for censure.
"Anything he does or says is on behalf of the Youth League. He has the mandate of the Youth League," said Vuyiswa Tulelo, the movement's secretary general, at a news conference.
ANC Deputy Secretary General Thandi Modise said the league had argued Malema was mandated to speak on its behalf and should therefore not be victimised. Any disciplinary action should be directed at the entire youth movement.
But the ANC was still considering what do about Malema.
"The request for us to pronounce on what action will be taken is premature. The ANC is still considering what to do," Modise told reporters on Tuesday.
"There are no formal charges, the disciplinary process is still in motion," she said.
Investors have been watching developments between the ANC and its youth wing as some worry that the youth leader's racial rhetoric could cause tensions among races in Africa's biggest economy but Modise dismissed concerns.
"I don't think that the discipline of the Youth League has anything to do with how people view investing here," she said.
But Nomura International emerging market economist Peter Attard Montalto said the ANC's failure to take action against Malema was a "missed" opportunity.
"Investors are looking increasingly at Malema as he becomes more important and grows his powerbase," he said.
"The head of a political youth league doesn't matter in any other country in the world. However, in South Africa given the large following Malema has, he is important to watch and the ANC must realise this," he said.
Modise said Zuma's position had not been weakened by the furore around Malema.

Goldman Sachs yesterday pulled the UK licence of the man at the centre of fraud charges brought against it in the United States, within hours of Britain’s financial regulator opening an inquiry into the allegations.
The move came as Goldman’s top lawyer admitted that the US investment bank had tried to offload its share of the toxic mortgages that it has been accused of mis-selling to investors. Goldman had emphasised previously that it had continued to own the investment.
The admission by Gregory Palm surfaced as the bank reported a bumper set of profits and bonuses for the first three months of this year.
Goldman’s shares dropped 1.8 per cent as it revealed an expectation-beating $3.4 billion (£2.2 billion) first-quarter net profit, up 91 per cent on last year. Net revenue was $12.7 billion. The bank put aside $5.5 billion for compensation in the first quarter, equal to $166,000 per employee.
The results followed the announcement by the Financial Services Authority that it had opened an investigation into the bank. A few hours later, Goldman removed Fabrice Tourre’s FSA registration.
Harvey Knight, a lawyer at Withers who used to work at the FSA, said that the timing suggested the City regulator had put pressure on Goldman to suspend Mr Tourre.
Mr Tourre, 31, is accused along with Goldman of misleading investors over a complex investment based on sub-prime mortgages. Mr Tourre was in New York when the alleged fraud took place but moved to Goldman’s London office in 2008.
Goldman maintains that Mr Tourre did nothing wrong.
In a conference call after the publication of Goldman’s first-quarter earnings, Mr Palm admitted for the first time that the bank tried to find a buyer for its estimated $100 million exposure to Abacus 2007-AC1.
The SEC alleges that Mr Tourre allowed Paulson & Co, a hedge fund, to construct Abacus as an imploding investment, then mis-sold this to two investors, ACA Capital Management and IKB, the German bank.
Goldman, which has strenuously denied the allegations, has pointed to its own $90 million loss on Abacus.
It became clear yesterday, however, that the bank had not intended to hold the investment. Mr Palm said: “I believe we did attempt to see if there was any interest on the other side.”
The bank said that it had been contacted by the FSA.
Referring to events after Goldman made a submission formally refuting the claims made against it by the Securities and Exchange Commission in America, Mr Palm said: “At some point they usually tell you they believe they still have a case or they don’t believe what you’re saying, and you’re contacted and told that, but that never happened.”
Barclays investors urged to vote ‘no’
Investors in Barclays have been urged to vote down the bank’s remuneration report at its annual meeting next week (Katherine Griffiths writes).
Pirc, which analyses companies’ corporate governance, criticised the bank over a new pay policy which could produce “potentially excessive” awards.
Barclays’ chief executive, John Varley, and its president, Bob Diamond, both waived their bonuses for 2009 amid widespread criticism of bankers’ pay.
Mr Diamond did receive £26 million for his shares in BGI, the bank’s fund management business, which was sold to America’s BlackRock. Barclays has also given Mr Diamond a shares-based bonus deal over three years that could be worth £20 million at completion.
Pirc said of Barclays’ pay schemes: “We consider the performance conditions to be insufficiently stretching ... We do not consider that shareholders are given sufficient information.” Pirc is also advising shareholders to vote against the reappointment of Sir Richard Broadbent as chairman of Barclays’ remuneration committee.

Jeffrey Tesler is accused of being involved in a huge international bribery scheme would be sent to the US to stand trial, a judge ruled today.
District judge Caroline Tubbs decided at Westminster magistrates court that the 72-year-old retired sales executive, Wojciech Chodan, should be extradited to Texas to be tried.
US prosecutors accuse him and a 61-year-old London lawyer, Jeffrey Tesler, of conspiring with others to pay bribes of $132m (£86m) to Nigerian officials to secure a $6bn contract to construct liquefied natural gas plants at Bonny Island, on the coast of Nigeria.
The duo, who face up to 55 years in jail if convicted, have the right to appeal to the higher courts if the Home Secretary also decides that they should be extradited.
There has been disquiet that the British government has been too willing to allow its citizens to be flown to the US to be prosecuted for a range of crimes.
Tubbs rejected Chodan's attempt to stop the extradition proceedings. It follows her ruling last month that Tesler should be extradited.
Chodan worked for a firm owned by the US oil services group Halliburton, which led the consortium seeking the Nigerian contract.
The US alleges that Chodan, who lives in the Somerset village of Nunney, was on a committee that devised plans to bribe the Nigerians. He had "numerous discussions" with Tesler and others to ensure that the bribes were paid over a 10-year period, the court heard.
The cash is alleged to have been laundered through Switzerland and Monaco.
Tubbs ruled that Chodan's alleged conduct had "sufficiently substantial connection" with the US to justify the extradition.
She decided that KBR, the US firm he worked for, "received considerable financial benefit from the corrupt scheme" and that executives of the firm "committed acts in furtherance of the corrupt bribery scheme in Houston, Texas".
Tesler and Chodan are alleged to have conspired with Jack Stanley, the Texan chief executive of KBR, who has already pleaded guilty to his involvement in the bribery scheme, as a result of the investigation by the US prosecutors.
Chodan declined to comment.

Facts: The M.W. Kellogg Company and its successor company, Kellogg, Brown & Root Inc. (jointly "KBR"), were part of a four-company joint venture seeking to obtain contracts to build liquefied natural gas facilities on Bonny Island, Nigeria. From 1988 until 1998, Mr. Chodan, a U.K. citizen, was a sales vice president for M.W. Kellogg Ltd., which was 55% owned by KBR. From 1998 until June 16, 2004, he was engaged as a consultant by M.W. Kellogg Ltd. Mr. Chodan reported to Albert Stanley, the former CEO of KBR, Inc., and assisted KBR in winning four Bonny Island contracts. Beginning in 1999, Mr. Chodan allegedly served on the board of managers of a Portugal-based company owned by the joint venture partners ("Madeira Company 3") that allegedly entered into contracts with consultants for the purpose of bribing Nigerian government officials.

In 2003, Mr. Chodan allegedly caused a draft memorandum to be emailed to two KBR executives in Houston. The memorandum, which was to be released to French authorities investigating potential crimes in connection with the Bonny Island Project, included allegedly false statements about Mr. Tesler's assistance to the joint venture.
The DOJ filed an eleven-count indictment under seal against Mr. Chodan and another defendant, Mr. Tesler, on February 17, 2009. The court ordered the indictment unsealed on March 5, 2009. The indictment charged Mr. Chodan with one count of conspiring to violate the anti-bribery provisions of the FCPA, one count of violating the anti-bribery provisions of the FCPA based on an email communication (Mr. Tesler was also charged with one count of violating the anti-bribery provisions of the FCPA based on an email communication), and eight counts of violating the anti-bribery provisions of the FCPA based on payments transferred through U.S. correspondent accounts. The indictment also contained forfeiture allegations seeking $132 million from Mr. Chodan and Mr. Tesler if convicted of one or more of the counts. As of April 8, 2009, there is an outstanding U.S. warrant for Mr. Chodan's arrest. If arrested in a foreign jurisdiction, the DOJ has stated that it will seek Mr. Chodan's extradition.
